The job pays so little that the immigrants do not have much to lose. Although the jobs that the immigrants are getting paid very low wages for, they are usually double the pay than in Mexico.
As long as the cap is not filled, you will have a chance at getting one of the Atlanta h1b visas. Although the Atlanta h1b visa does have certain situations where if the cap is already met of the allowed amount of people into a country, certain people are not effected from this rule. For instance, the cap does not affect those that are with nonprofit research organizations, government research organizations, physicians that are taking jobs under State 30, institutions that are of higher education and federal government agency waivers that are serving communities that are under-served.
